WoW: Forever keeps the Vanilla/Burning Crusade buff formula: a Warrior's Battle Shout, a Feral's Leader of the Pack and a Shaman's Windfury Totem benefit only their own party, not the whole raid as in Wrath of the Lich King and later. That choice is becoming the group-composition question for Forever's raids — should buffs go raid-wide?
The cost of party buffs. In the classic model, every melee group needs its buff slots filled: a Feral Druid for Leader of the Pack, a Warrior for Battle Shout, one or two BM Hunters or Ret Paladins for Ferocious Inspiration / Improved Sanctity Aura, and an Enhancement Shaman for Windfury. Applied to a 20-man raid, that kind of meta composition can lock up to 17 of the 20 slots — and it hits PUGs hardest, since finding "an Enhancement Shaman who will stand there" can eat a raid night before the first pull.
The cost of raid buffs. Widening buffs to the raid turns the main risk into class stacking: once the buff slots are filled, the rest of the raid fills with whichever spec theoretically deals the most damage (WotLK's Unholy DK stacking being the classic example). But as Wowhead notes, stacking mostly matters to guilds chasing logs — ordinary teams never needed to stack to clear content, while party-buff comp pressure bleeds into every PUG.
The lean. With Forever's raid framework centered on 10- and 20-man content (40-mans being more of a quick-hit novelty), raid-wide buffs look healthier overall: covering all buffs takes 12 players instead of 17 under the party model, and as long as raid encounters avoid hard DPS checks, class stacking stays contained.
The official signal. In a recent podcast, Blizzard said it plans to look at totem-type buffs and whether they should stay party-wide — so this design may still move before launch.
The practical takeaway: until anything changes, "buff-slot" specs (Enhancement Shamans, Feral Druids and friends) will carry outsized group value in Forever, and raid leaders will save themselves pain by checking party-buff gaps before filling remaining slots.
