A note on framing: this piece summarizes Wowhead's Elemental expert Lucenia's analysis — her opinions, not official positions. Numbers reflect the current Beta build.

Elemental Shaman in Forever is, in the author's words, "rough, but easily fixed." The weight of that comes from history: the meme spec of Classic 2019 (0.4% of Naxxramas DPS), strong early in TBC and bottom-of-the-barrel by Sunwell, briefly hopeful with Lava Burst in Wrath and bottom again by Icecrown, struggling all season in SoD. People play it for the feel — hurling lightning and fire — not the meters.

The good first: Lightning Bolt's cast drops 3s→2.5s and Chain Lightning 2.5s→2s; Lightning Mastery becomes Elemental Alacrity and moves from row 6 to row 3; Eye of the Storm is redesigned as a standard 70% pushback-avoidance talent; Fire Nova Totem becomes a real Fire Nova button; the new Mindfulness talent adds passive mana regeneration while casting; Elemental Reach extends Flame Shock's range. Net effect: the spec comes online in the mid-20s instead of level 40 — leveling genuinely feels better.

The problems live in the math:

  • Forever added spell power across leveling gear while cutting every caster's spell base damage. But spell power gear is still scarce from quests (with a Horde/Alliance discrepancy), and Shamans lost more base damage on their core spells than any other caster — fall behind on crafted/dungeon gear and you fall behind fast.
  • The cast-time buffs have hidden costs: Lightning Bolt's spell power coefficient fell 85.7%→71.4% and Chain Lightning's 71.4%→57.1% — a 20% scaling loss on both bread-and-butter spells. Chain Lightning isn't worth casting single-target until ~1600 spell power.
  • Lightning Overload's tooltip is wrong; the real proc chance is 3/7/10% — the lowest of any version ever (TBC 20%, WotLK 33%, SoD 60%). Early sims put it under 3% single-target DPS, weaker than the row-1 Concussion talent.
  • The new capstone Lava Burst adds just 20% damage instead of a guaranteed crit (which is actually good for crit-based gearing), but its weak base damage leaves it under a 2% sim gain.
  • Elemental Mastery was removed outright, officially for PvP balance. The analysis concedes the talent capped PvE tuning, but the outright removal of a spec icon — rather than a toned-down version — stung.
  • Talent math went backwards: Elemental Fury 1→5 points, Call of Thunder 5→1 but only 3% crit (was up to 6%), Tidal Mastery removed — a net -8% crit from talents.
  • Mana: mages, priests and warlocks have wands, balance druids regen while casting — Elemental's only fallback is downranking, which was just significantly nerfed (see our same-day coverage).

The five cheap fixes: revert the cast-time changes to restore scaling coefficients; bring spell base damage in line with other casters; raise Lightning Overload to 20-30% and make Lava Burst interact with Overload/Concussion; add a mana tool (the later Elemental Focus: crits make your next two spells cost 40% less); bring back Elemental Mastery and move Lava Burst to row 5 as a milestone. Plus one wishlist item: Flame Shock at 18 seconds like other caster DoTs.

Practical takeaway: recent official notes show Shaman is being watched (today's dev notes fixed Flametongue Totem and Water Shield among others), but "comfortable" is still a ways off.
