Every Classic veteran knows it: downranking — casting lower-ranked spells to fish for procs, avoid overhealing, or save mana. Forever has now officially nerfed the technique. The character panel gained an official note next to Spell Damage and Spell Healing: spells cast at ranks vastly below your current level receive less benefit from Spell Damage and Spell Healing, and have a reduced chance to activate class abilities and talents (examples given: Frostbite and Omen of Clarity).

The developer note is blunt about the intent: casting a Rank 1 Frostbolt at level 60 now has a 0% chance to trigger Frostbite. You choose between a fast slow and a possible proc — no longer both.

Who feels it most:

  • Healers. Downranked heals are the core Classic technique for preventing overheal and managing mana. With spell-healing benefits scaled down for low ranks, cheap efficient heals lose much of their point — and full-rank spam may return.
  • Proc-fishing damage builds. Casting low ranks to trigger effects like Clearcasting or Frostbite is now doubly punished — proc chance and scaling both drop.
  • Mana-tight casters in general. Downranking was the foundation of mana management; that lever just got shorter.

Community reaction skews unhappy, with mages loudest — the class has already absorbed a round of nerfs, so this reads as one blow too many.
